Pontifical Order of Merit (Orders of the Pontifical Imperial State) The Pontifical Order of Merit is a prestigious decoration awarded by the United Roman-Ruthenian Church and the Pontifical Imperial State. It recognizes exceptional accomplishments and is given at the personal discretion of the Bishop of Rome-Ruthenia. This award is considered one of the most exclusive in the world, with membership limited to the Supreme Pontiff and no more than ten living members.
